The world is now heading towards a new phase and a comprehensive revolution in which old activities and technologies are declining to be replaced by new activities and technology, which depend on mental work distinguished by creativity and the generation of new information that is suitable for confirming more accurate and sophisticated information and used in developing new technology.
The concept of knowledge is not a new thing. Knowledge has accompanied man since the opening of his consciousness, and has risen with him from its primitive levels, accompanying the expansion and depth of his awareness, until it has reached its current peak.
However, what is new today is the extent of its impact on economic and social life and on the human lifestyle in general, thanks to the scientific and technological revolution. The last quarter of the twentieth century witnessed the greatest change in human life, the third transformation after the emergence of agriculture and industry, and was represented by the revolution of highly advanced science and technology in the electronic, nuclear, physical, biological, and space fields. The information and communications revolution played a pioneering role in this transformation, as it enabled humans to impose their control over nature to the extent that the factor of cognitive development became more influential in life than other factors.
