The Effectiveness of Implementing Performance Management Systems and Institutional Monitoring Mechanisms in Supporting Total Quality Management Requirements in the Departments of Sports and School Activities within Baghdad Directorates of Education

Abstract

This study aimed to identify the effectiveness of implementing performance management systems and institutional monitoring mechanisms in supporting total quality management in the Departments of Sports and School Activities within Baghdad Directorates of Education, from the perspective of their employees. The researcher adopted a descriptive-analytical approach and employed a questionnaire specifically designed for this purpose, which was administered to a random sample of employees working in the field of sports and school activities. The findings revealed a clear level of effectiveness in the implementation of performance management systems and institutional monitoring mechanisms in supporting total quality management, highlighting their role in improving institutional performance and enhancing administrative efficiency. The results also indicated statistically significant differences based on gender, in favour of female employees, in the level of implementation of these systems. The study recommended strengthening the implementation of performance management systems and institutional monitoring mechanisms, intensifying training programmes for employees, and fostering a culture of total quality management within the Departments of Sports and School Activities, thereby contributing to performance development and the achievement of institutional excellence.
